Board of Supervisors Minutes
May 24, 2021

The Tama County Board of Supervisors met at 9:30 a.m. May 24 2021.  Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor, Bill Faircloth and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Faircloth to approve the minutes of the May 17th regular meeting.   All voted aye.  Motion carried

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.  He asked the Board to approve and sign an IDOT Agreement for bridge replacement in Section 17 of Carlton Township.  Motion by Anderson, seconded by Faircloth to sign Agreement #1-20-HBP-SWAP-036 for a bridge replacement in Carlton Township.  All voted aye.  Motion carried.
He also asked the Board to set a public hearing for a Class C Road in Section 9 of Perry Township.  Motion by Anderson, seconded by Faircloth to approve the following resolution to set a public hearing:
RESOLUTION FOR ROAD RECLASSIFICATION PUBLIC HEARING
TAMA COUNTY
RESOLUTION 5-24-2021A
WHEREAS, a request from the County Engineer has been filed with the Tama County Board of Supervisors asking that action be taken reclassify a section of Tama County Secondary Road from Area Service “B” to Area Service “C”, and
WHEREAS, the road requested for reclassification is O Avenue starting from 180th Street and continuing north to the farm located at 1714 O Avenue, all lying in Section 9, T85N, R14W (Perry Township) of Tama County, Iowa, and
WHEREAS, this request is the result of contact with landowners,
THEREFORE BE IT RESOLVED that a hearing on the proposed reclassification will be held in accordance with Iowa Code Chapter 309.57. Said meeting shall take place at 9:30 am on Monday, June 21, 2021 at:  Board Room, Tama County Administration Building, 104 W State St.
Toledo, IA  52342.
Roll call vote:  Vest, aye.  Faircloth, aye.  Anderson, aye. Resolution passed and approved this 24th day of May, 2021.  Larry Vest, Chairman, Board of Supervisors.  Laura Kopsa, Tama County Auditor.

Motion by Faircloth, seconded by Anderson to change next week’s meeting date to Tuesday June 1 due to the Memorial Day Holiday.  All voted aye.  Motion carried.

Tammy Wise, HR Administrator, presented updated employee disciplinary forms.  The goal is to have all department heads use the same format in disciplinary actions and make it universal. Motion by Faircloth, seconded by Anderson to approve the Tama County Employee Disciplinary Forms as presented.  All voted aye.  Motion carried.

The Board has received a request for the use of the courthouse lawn for bible reading.  This has been done in the past.  The dates requested for this are June 21 through June 25th from 8 am until
5 pm and July 14th from 7 am until 8:30 am.  Motion by Faircloth, seconded by Anderson to allow the courthouse lawn to be used for bible reading June 21 through June 25 and July 14th.  All voted aye.  Motion carried.

The Supervisors opened and reviewed bids received for a parcel of land located at 2865 320th Street in Section 19 of York Township.  Formerly known as the Vining Tower Property, where a 911 radio tower had been.  There was one bid.  It was from Dolash Acres, Chelsea, in the amount of $2,021.00.  Motion by Anderson, seconded by Faircloth to sell the property at 2865 320th Street to Dolash Acres for the amount of $2,021.00.  All voted aye.  Motion carried.

At 10:00, the Board held a public hearing for a budget amendment for the 2020-2021 Fiscal Year.  The Board reviewed the amendment.  There were no public comments.  The hearing ended at 10:07.             Motion by Faircloth, seconded by Anderson to approve the following resolution to amend the 2020-2021 county budget expenditures as published:

BE IT RESOLVED, that the Tama County Board of Supervisors hereby approves an amendment to the 2020-2021 County Budget expenditures as follows:

Total amendment $616,741.  Of this amount $387,151 will be reimbursed by grants and donations.  The difference is $229,590.

Motion by Faircloth, seconded by Anderson to approve the following resolution to appropriate the funds for the 2020-2021 county budget expenditures as amended:
