Board of Supervisors Minutes
March 1, 2021

The Tama County Board of Supervisors met at 9:30 a.m. March 1, 2021.  Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor, Bill Faircloth and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Faircloth to approve the minutes of the February 22nd regular meeting.   All voted aye.  Motion carried

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.

Tammy Wise, HR/Insurance Administrator, asked if the Board wanted to extend the County’s Infectious Disease Plan through March 31, 2021.  The current one expired February 28, 2021.  The plan allows for time off for employees with COVID-19 or exposure to COVID-19.   There does not seem to be the need for the plan to continue due to the availability of the vaccine and the fact that most employees are more aware of what to do to avoid exposure.  Motion by Faircloth, seconded by Anderson to allow the Tama County Infectious Disease Plan to expire as of February 28, 2021.  All voted aye.  Motion carried.

The Board met with Wendy Cortez, Liberty Mutual Agent, to discuss services her company offers.  She was directed to contact Bernie Lowe & Associates, who currently handle this for the county, and visit with them about this. 

At 10:00 the Board held a public hearing regarding the maximum property tax dollars that can be levied for FY22 property taxes.  The Board’s intention is to keep the levy rate asked close to the same for the previous fiscal year.  There will be a slight increase for the General Services levy due to ongoing repairs/rebuilding from the 2020 Derecho and the County lake restoration.  There is also an increase in the Rural Basic levy due to levying the maximum rate of 3.00375 as requested by the County Engineer.  Chairman Vest opened the hearing up to public comments.  Public comments: None.  At 10:04 Chairman Vest closed the public hearing.   Motion by Faircloth, seconded by Anderson to approve the following resolution for maximum property tax dollars for FY22:

Maximum Property Tax Dollars Resolution
WHEREAS, the Tama County Board of Supervisors have considered the proposed FY 21/22 county maximum property tax dollars for both General County Services and Rural County Services, and
WHEREAS, a notice concerning the proposed county maximum property tax dollars was published as required and posted on county web site and/or social media accounts if applicable,
WHEREAS, a public hearing concerning the proposed county maximum property tax dollars was held on 3/1/2021,
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of Tama County that the maximum property tax dollars for General County Services and Rural County Services for FY 21/22 shall not exceed the following:

Roll call vote:  Vest, Aye.   Faircloth, Aye.  Anderson, aye. Motion carried.  Resolution passed and adopted this 1st day of March, 2021.  Larry Vest, Chairman, Board of Supervisors.  Laura Kopsa, County Auditor.

Motion by Anderson, seconded by Faircloth to set the public hearing for the FY22 County Budget for Monday March 29th at 10:00 am in the Supervisors meeting room.  All voted aye.  Motion carried.

Motion by Anderson, seconded by Faircloth to approve the claims for payment as presented.  All voted aye.  Motion carried.

Chairman Vest adjourned the meeting at 10:07 a.m.
