Board of Supervisors Minutes
June 21, 2021

The Tama County Board of Supervisors met at 9:30 a.m. June 21, 2021.  Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor, Bill Faircloth, by phone, and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Faircloth to approve the minutes of the June 14th regular meeting.   All voted aye.  Motion carried

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report. 

The Board met with Judy Funk, Heartland Insurance Risk Pool, to discuss the renewal for fiscal year 2021-22. 

At 10:00 the Board held the first reading of an amendment to Ordinance #VI.4 Flood Plain Management.  The purpose of this is to make changes/amend County Ordinance No. VI.4 Flood Plain Management to coincide with Iowa DNR and FEMA regulations.  Most importantly this ordinance change is required to be both eligible under the new FEMA/Home Land Security Flood Plain mapping and their Hazard Mitigation Planning requirements.  Copies of the new proposed ordinance can be obtained by contacting the Tama County Planning and Zoning Department, 211 West State Street, Toledo.  Todd Apfel, Director, 641-691-6919.
There were no public comments.  The hearing/reading was closed at 10:05 am.  Motion by Anderson, seconded by Faircloth to approve the 1st reading of an amendment to Ordinance #VI.4 Flood Plain Management.  The next hearing/reading is Monday June 28th at 10:00 am in the Supervisors meeting room. 

Motion by Faircloth, seconded by Anderson to approve the following resolution for a 28E Agreement with the City of Gladbrook and Tama County to provide space on tower for a pager (radio) system:
RESOLUTION 6-21-2021A
WHEREAS, the County owns and operates a public safety radio system; and
WHEREAS, the City owns and operates property that provides a service to citizens of the City of Gladbrook; and
WHEREAS, Iowa Code 28E provides for agreements between governmental agencies for joint or cooperative action; and
WHEREAS, the City owns a water tower within their jurisdiction that would benefit the City and County and its public safety radio system which the County owns and operates.  The City is willing to provide adequate space within or on their water tower upon the terms and conditions set forth in the agreement
THEREFORE BE IT RESOLVED, that the Tama County Board of Supervisors and the City of Gladbrook agree to enter into a 28E Agreement for the placement of radio/tower equipment at/on the City water tower in Gladbrook, IA. 
Roll Call Vote: Vest, aye. Faircloth, aye.  Anderson, aye.  Resolution passed and adopted this 21st day of June 2021.  Larry Vest, Chairman, Board of Supervisors.  Laura Kopsa, County Auditor.

Motion by Anderson, seconded by Faircloth to approve the Fox Ridge liquor license.  All voted aye.  Motion carried.

Motion by Anderson, seconded by Faircloth to approve the use of the Courthouse lawn June 25& 26 for Elim Revival Church.  All voted aye.  Motion carried.

Motion by Faircloth, seconded by Anderson to approve the use of the Courthouse lawn July 4 for the Christ United Methodist Church and others.  All voted aye.  Motion carried.

Motion by Faircloth, seconded by Anderson to approve the claims for payment as presented.  All voted aye.  Motion carried.

Chairman Vest adjourned the meeting at 10:55 a.m.
