Board of Supervisors Minutes
July 6, 2021

The Tama County Board of Supervisors met at 9:30 a.m. July 6, 2021.  Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor, Bill Faircloth and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Faircloth to approve the minutes of the June 28th regular meeting.   All voted aye.  Motion carried

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.  Mr. Brehm asked the Board to approve and sign an Iowa Department of Transportation Agreement for a Bridge Replacement in Section 33 Richland Township on P Avenue.  Motion by Faircloth, seconded by Anderson to approve and authorize the Chair to sign Agreement #1-20-HBP-SWAP-017 for a bridge replacement in Richland Township.  All voted aye.  Motion carried.           

Mr. Brehm also asked the Supervisors to approve a temporary road closure in Chelsea on V18 south of the railroad for the Fire Department to host a benefit including a car show on July 31, 2021. Motion by Anderson, seconded by Faircloth to approve the following resolution to allow the temporary road closure:
RESOLUTION 7-6-2021A
WHEREAS, the Chelsea Fire Department is hosting a benefit including a car show and street dance on July 31, 2021, and
WHEREAS, they have requested a temporary closure of Highway V18 south of the railroad to facilitate the event, and
WHEREAS, the City of Chelsea will provide a detour for traffic,
THEREFORE BE IT RESOLVED the Tama County Board of Supervisors directs Highway V18 between 1st Street and Iowana Street be closed on July 31, 2021, from 6:00 am to 6:00 pm.
Roll Call Vote:  Vest, aye.  Faircloth, aye.  Anderson, aye.  Resolution passed and adopted this 6th day of July, 2021.  Larry Vest, Chairman, Tama County Board of Supervisors.  Laura Kopsa, County Auditor.

Jeremy Cremeans, 911 Director, was present and introduced the new EMA Director, Ryan Goodenbour.

Motion by Anderson, seconded by Faircloth to set the levy for Drainage District 1 at 0% for 2021.  All voted aye.  Motion carried.

There was discussion of possibly authorizing a portable restroom outside at the Courthouse during Farmers Market on Friday evenings.  No action taken. 

The Supervisors have received a military/homestead credit list from the Assessor’s Office.  They will look it over and take action on approving the list next week. 

At 10:00 the Board held the third and final reading of an amendment to Ordinance #VI.4 Flood Plain Management.  The purpose of this is to make changes/amend County Ordinance No. VI.4 Flood Plain Management to coincide with Iowa DNR and FEMA regulations.  Most importantly this ordinance change is required to be both eligible under the new FEMA/Home Land Security Flood Plain mapping and their Hazard Mitigation Planning requirements.  Copies of the new proposed ordinance can be obtained by contacting the Tama County Planning and Zoning Department, 211 West State Street, Toledo.  Todd Apfel, Director, 641-691-6919.
There were no public comments.  The hearing/reading was closed at 10:01 am.  Motion by Anderson, seconded by Faircloth to approve the 3rd and final reading of an amendment to Ordinance #VI.4 Flood Plain Management and the following resolution to adopt the amendment to Tama County Flood Plain Management Ordinance No VI.4 and authorize publishing a summary:
