Board of Supervisors Minutes
June 1, 2020

The Tama County Board of Supervisors met at 9:30 a.m. June 1, 2020 by phone during the COVID-19 crisis due to the fact that the Administration Building is locked to the public, all future meetings will be held this way until further notice.  Present via Zoom:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Jordan, seconded by Vest to approve the minutes of the May 26th regular meeting.   All voted aye.  Motion carried

The Board met with Lyle Brehm, Tama County Engineer, by phone to get a road projects report. 

The Board met with Tammy Wise, Insurance Administrator, to discuss extended dates for Wellmark insurance coverage.  We will still encourage virtual medical visits and the date for covering COVID-19 tests/related services, covering inpatient treatment and accidental dental benefits have all been extended to August 31, 2020.  She also shared the Supervisors decision to change the administration of the vision benefits for County employees to Tammy Wise, Insurance Administrator, as of May 28, 2020. 

Motion by Vest, seconded by Jordan to set the canvass for the 2020 Primary Election held on June 2nd for June 8th at 10:00 am.  All voted aye.  Motion carried.

Motion by Jordan, seconded by Vest to approve the liquor license for Fox Ridge Winery, Traer.  All voted aye.  Motion carried.

Motion by Vest, seconded by Jordan to approve the use of the courthouse lawn for bible reading for one day on Saturday July 14th from 7:14 am for approximately one hour.   All voted aye.  Motion carried.

Auditor, Laura Kopsa, asked the Board if they would consider raising the hourly amount paid to the elections workers for the upcoming primary election to be held on June 2nd.  This is due to the extra work and risk to the workers during this Corona virus epidemic.  She has condensed the precincts down by half, from 16 precincts to 8 due to not being able to get enough workers to staff all of the precincts and to limit the amount of workers exposed to the voting public.  The Secretary of State has also issued absentee ballot requests to all registered voters in Iowa thus lowering the amount of people who will be voting at the polls.  These workers will be required to perform more duties regarding sanitizing and safety measures for themselves and the public.  Motion by Vest, seconded by Jordan, to allow a one-time $3 increase of hourly pay to the election workers for the primary election to be held on June 2nd.  All voted aye.  Motion carried.

At 10:00, the Board held a public hearing for a budget amendment for the 2019-2020 Fiscal Year.  The Board reviewed the amendment.  There were no public comments.  The hearing ended at 10:07.             Motion by Jordan, seconded by Vest to approve the following resolution to amend the 2019-2020 county budget expenditures as published:

BE IT RESOLVED, that the Tama County Board of Supervisors hereby approves the amendment to the 2019-2020 County Budget expenditures as follows:

Total amendment $6,500,661.  Of this amount $6,090,895 will be reimbursed to offset it.  The difference is $409,766.

Motion by Vest, seconded by Jordan to approve the following resolution to appropriate the funds for the 2019-2020 county budget expenditures as amended:

Motion by Jordan, seconded by Vest to approve the claims for payment as presented.  All voted aye.  Motion carried.
