Board of Supervisors Minutes
May 20, 2019

The Tama County Board of Supervisors met at 9:30 a.m. May 20, 2019.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by vest to approve the minutes of the May 13th regular meeting and May 14th special meeting.   All voted aye.  Motion carried. 

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.  He presented a Right of Way Policy he would like the Supervisors to approve.  Motion by Vest, seconded by Anderson to approve the following Right of Way Policy:
The Board of Supervisors of Tama County hereby adopts the following policy for
right-of-way, fence, and incidentals dealing with right-of-way negotiations:
RIGHT-OF-WAY                 3.56 times assessed valuation.
BORROW AREAS AND SLOPE EASEMENTS             1.78 times assessed valuation.
FENCE                                   To be repaired by Tama County.
CROP LOSS          as follows:                         
Corn $700.00/acre
Beans $650.00/acre
Oats & Seed $250.00/acre
Hay $550.00/acre
Pasture $100.00/acre
Damages for fruit and ornamental trees, buildings, wells, etc. are to be negotiated.
All voted aye.  Motion carried. 

The Engineer also asked the Supervisors to approve temporary changes to the Local No. 886 United Electrical, Radio and Machine Workers of America (representing the Secondary Road Employees) Union Agreement regarding summer hours.  Motion by Anderson, seconded by Vest to make the following temporary changes to the Local No. 886 United Electrical, Radio and Machine Workers of America Union Agreement:
The Tama County Board of Supervisors and Local No. 886, United Electrical, Radio & Machine Workers of America (the Union representing the Secondary Road Employees, or UE for short) agree to temporary changes to the Bargaining Agreement as follows:

All voted aye.  Motion carried. 

Motion by Vest, seconded by Anderson to approve the Heartland Risk Pool Agreement.  All voted aye.  Motion carried.

Motion by Anderson, seconded by Vest to change next week’s meeting to Tuesday May 28th due to the Memorial Day holiday.  All voted aye.  Motion carried.

Motion by Vest, seconded by Anderson to set a budget amendment hearing for Tuesday June 3rd at 10:00 am in the Supervisors meeting room.  All voted aye.  Motion carried.

The Supervisors received a request form the Tama-Toledo Chamber to use the courthouse square during the evening of July 5th for the 10th Annual Toledo Stoplight Festival.  Motion by Anderson seconded by Vest to allow the Tama-Toledo Chamber to use the courthouse square for the Stoplight Festival to be held on July 5th.  All voted aye.  Motion carried.

Motion by Vest, seconded by Anderson to send out letters to local realtors for assistance in acquiring tower sites for the upcoming 911/EMA communications tower project.  All voted aye.  Motion carried. 

The Board met with Renee Von Bokern, Consultant, to discuss retention election changes to the bargaining procedure for the employee unions. These changes were a result of legislative changes to Chapter 20 – Collective Bargaining.  As a result of this, there are now only two classifications with differing bargaining rights – Public Safety Employees (Sheriffs union) and Non-Public Safety Employees (all other employees).  She and the Board will meet early fall to start the negotiating process. 

Motion by Anderson, seconded by Vest to approve the claims for payment as presented.  All voted aye.  Motion carried.
