Board of Supervisors Minutes
April 8, 2019

The Tama County Board of Supervisors met at 9:30 a.m. April 8, 2019.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Vest to approve the minutes of the April 1st regular meeting.   All voted aye.  Motion carried. 

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report. He asked the Board to approve the 5 Year Construction Plan and the Tama County DOT Budget.  Motion by Vest, seconded by Anderson to approve the 5 Year Construction Plan and the Tama County DOT Budget as presented by Lyle Brehm, Engineer.  All voted aye.  Motion carried.

Motion by Anderson, seconded by Vest to approve the following resolution to transfer funds from the General Fund to the Capital Construction Fund for the 15% down payment on the 911 Communications upgrade to be completed later this year:
RESOLUTION 4-8-2019A
WHEREAS, the Tama County Board of Supervisors have entered into an agreement with RACOM Communications to upgrade the 911 Communications system and
WHEREAS, the Tama County Board of Supervisors have chosen to use funds from the General Fund of the County for the down payment,
BE IT THEREFORE RESOLVED, that the Tama County Supervisors approve the transfer of $1,000,000 from the General Fund (0001) to the Capital Construction Fund (1600) for this purpose. 
Roll Call Vote: Vest, aye. Jordan, aye.  Anderson, aye.  Resolution passed and adopted this 8th day of April 2019.  Kendall Jordan, Chairman, Board of Supervisors.  Laura Kopsa County Auditor.

Motion by Vest, seconded by Anderson to approve the Sheriff’s Quarterly Report.  All voted aye.  Motion carried.

The Board met with Dan Desautels, Garwin, and Michelle Yuska, County Treasurer, to discuss re-assigning Tama County Tax Certificate #18-0214, Parcel #0911479009 to Dan Desautels.  The property has total taxes due of $832.00.  $493.00 is due to the City of Garwin for special assessments the City has on the property.  The Board advised Mr. Desautels to visit with the City of Garwin about the taxes due them.  Motion by Anderson, seconded by Vest to re-assign Tax Certificate #18-0214, Parcel # 0911479009 to Dan Desautels for $349.00.  This includes taxes due plus a $10 fee for the re-assignment. It does not include the amount owed the City as the Desautels will petition the City of Garwin to abate the special assessments on the parcel.   All voted aye.  Motion carried.

Motion by Vest, seconded by Anderson to approve hiring Attorney Carlton Salmons, West Des Moines, to assist the Supervisors with unfunded mental health mandates created by the Department of Human Services expanding services without funding in place.  All voted aye.  Motion carried.

Motion by Anderson, seconded by Vest to approve the claims for payment as presented.  All voted aye.  Motion carried.
