Board of Supervisors Minutes
June 25, 2018

The Tama County Board of Supervisors met at 9:30 a.m. June 25, 2018.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Jordan to approve the minutes of the June 19th regular meeting.   All voted aye.  Motion carried. 

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report. 

Motion by Jordan, seconded by Anderson to approve the following resolution to authorize the Treasurer to transfer funds as follows:

RESOLUTION 6-25-2018A

BE IT RESOLVED, that the Tama County Board of Supervisors hereby approves the 2019 fiscal year transfer of funds from General Basic Fund (0001) and Rural Services Fund (0011) to the Secondary Road Fund (0020) as follows:
From the General Fund (0001) to the Secondary Road Fund (0020)  $  163,066*
From the Rural Fund (0011) to the Secondary Road Fund (0020)     $2,087,878*
                                                                      TOTAL TRANSFER    $ 2,250,944*
And authorizes the County Treasurer to transfer a portion of the funds calculated by a percentage each month after the apportionment of property taxes is received by the General Fund (4.921 percent)** and Rural Services Fund (97.104 percent)** of property tax, not to exceed the limit of the total transfer stated above.

County Auditor, Laura Kopsa, asked the Board for end of year transfers of leftover funds in the Recorder’s and Attorney’s budgets.  Motion by Jordan, seconded by Anderson to approve the following resolution for the transfer of funds:

A RESOLUTION TO TRANSFER FUNDS
BE IT RESOLVED, that the Tama County Board of Supervisors approve the following year end transfer of funds as listed:
$5,500 from the General Fund (0001) to the Recorders Records Management Fund (0024); for a scanner.
$2,500 from the General Fund (0001) to the IT Fund (1700); for a future software update.
$40,000 from the General Fund (0001) to the Capital Projects Fund (1600) for a bathroom update to the upper level of the courthouse and upcoming tuck pointing on the Courthouse.

Bob Etzel, Conservation Director, was present to make his annual request to have funds deposited to the LAD (Land Acquisition Account) from rental payments for crop ground in the amount of $3,907.50.  Motion by Jordan, seconded by Anderson to deposit $3,907.50 of rent payments to the LAD Account.  All voted aye.  Motion carried.
Mr. Etzel also asked for leftover funds in his FY18 budget be transferred from the General Fund (0001) into his Machinery/Motor Vehicle Fund (2000). The amount will be determined after the end of the fiscal year, he estimates this amount to be $22,582.30.
Motion by Anderson, seconded by Jordan to approve the following resolution:
RESOLUTION 6-25-2018D
BE IT RESOLVED, that the Tama County Board of Supervisors approves a transfer from the General Basic Fund (0001) to the Conservation Machinery/Motor Vehicle Fund (2000).  The amount to be transferred will be determined after the claims are paid on June 25, 2018 and camp fees collected until the end of the fiscal year.   This is an annual transfer.

Mr. Etzel also requested a transfer of any leftover funds in his budget be transferred into the LAD account. This is a transfer that is done every year.   The transfer will be for an amount to be determined at the end of fiscal year 2018 based on claims paid and camp fees collected until then.  He is estimating that to be $39,168.43.
    Motion by Jordan, seconded by Anderson to approve the following resolution to transfer funds:

BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer from the General Basic Fund (0001) to the Land Acquisition and Development Fund (LAD) (0027) as requested by the Tama County Conservation Board.  The amount to be transferred will be determined after the claims are paid on June 25, 2018 and camp fees collected until the end of the fiscal year.   This is an annual transfer.

Motion by Anderson, seconded by Jordan to approve the claims for payment as presented.  All voted aye.  Motion carried.
