Board of Supervisors Minutes
November 20, 2017

The Tama County Board of Supervisors met at 9:30 a.m. November 20, 2017.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Jordan, seconded by Vest to approve the minutes of the November 13th regular meeting.   All voted aye.  Motion carried. 

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.   He asked the Board to approve and sign Preconstruction Agreement #2018-C-125 for work on Hwy 63 from 300th Street to 180th Street.  Motion by Vest, seconded by Jordan to approve and sign Preconstruction Agreement #2018-C-125 as presented by the County Engineer.  All voted aye.  Motion carried.
Mr. Brehm also asked the Board to approve the following resolution to establish a public hearing to vacate roads neat Otter Creek Marsh.   Motion by Jordan, seconded by Vest to approve the following resolution:
RESOLUTION FOR ROAD VACATION PUBLIC HEARING
TAMA COUNTY
Resolution No. 11-20-2017A
WHEREAS, a request from the County Engineer has been filed with the Tama County Board of Supervisors asking that action be taken to vacate and close three sections of Tama County Secondary Roads, more specifically:
A  portion of S Avenue between 360th Street and Highway E66, more specifically commencing ½ mile north of the SE Corner of Section 12-82N-R14W and continuing north to Highway E66, originally established at an unknown date, all lying in Sections 1-T82N-R14W, 12-82N-R14W, 6-T82N-R13W, and 7-T82N-R13W, and
A portion of 350th Street west of S Avenue, more specifically commencing at S Avenue and continuing west to the terminus, originally established on January 4, 1870 (See Road Calendar Book B, Page 158) and modified on January 5, 1872 (See Road Calendar Book B, Page 238), all lying in Sections 1-T82N-R14W and 12-T82N-R14W of Tama County, Iowa, and
A portion of 355th Street west of S Avenue, more specifically commencing at S Avenue and continuing west to the terminus, originally established on August 13, 1867 (See Road Calendar Book B, Page 60), all lying in Section 12-T82N-R14W of Tama County, Iowa, and
WHEREAS, 350th Street from ½ mile west of S Avenue and continuing west was vacated December 8, 1981, and
WHEREAS, 355 Street from the line between the Center and the N ¼ Corner of Section 12-T82N-R14W and continuing northwesterly was vacated December 8, 1981, and
WHEREAS, the intention of this road closure is to vacate that portion of the road that is unused and unnecessary for access, and
WHEREAS, interest has been expressed the Iowa Department of Natural Resources to vacate all or a portion of these road segments,
THEREFORE BE IT RESOLVED that a hearing on the proposed vacation will be held in accordance with Iowa Code Chapter 306. Said meeting shall take place at 9:30 am on Monday, December 11th, 2017, at the supervisors meeting room at 104 West State Street, Toledo.

Mr. Brehm also asked the Board to approve the following resolution to establish a public hearing to reclassify road near Duffus Landing to Level B.  Motion by Vest, seconded by Jordan to approve the following resolution:
RESOLUTION 11-20-2017B
ESTABLISH PUBLIC HEARING FOR AREA SERVICE “B” ROAD
WHEREAS, Tama County desires to classify certain roads on the area service system in the County to provide for a minimal level of maintenance, and
WHEREAS, Tama County, after consultation with the County Engineer, has the authority to specify certain roads within the County as Area Service “B” roads pursuant to Iowa Code Section 309.57, and
WHEREAS, Tama County established an ordinance on December 27, 1983, to establish the Area Service “B” road system, and
WHEREAS, the County Engineer has requested a hearing be held to consider the reclassification to Area Service “B” of:
380th Street from X Avenue to the Tama-Benton County Line, and
360th Street from R Avenue to S Avenue,
THEREFORE BE IT RESOLVED that a public hearing on the proposed reclassification will be held. Said hearing will take place at 10:00 am on December 11th, 2017 at the supervisors meeting room at 104 West State Street, Toledo.
Roll Call Vote:  Vest, aye.   Jordan, aye.  Anderson, aye.  Resolution passed and adopted this 20th day of November, 2017.  Dan Anderson, Chairman, Board of Supervisors.  Laura Kopsa, County Auditor.

Motion by Vest, seconded by Jordan to renew the leases for the county home cropland and pasture for one more year through 2018.  All voted aye.  Motion carried.

Motion by Jordan, seconded by Vest to approve the claims for payment as presented.  All voted aye.  Motion carried.

Chairman Anderson adjourned the meeting at 10:00 a.m.
