Board of Supervisors Minutes
June 26, 2017

The Tama County Board of Supervisors met at 9:30 a.m. June 26, 2017.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Jordan, seconded by Vest to approve the minutes of the June 20th regular meeting.   All voted aye.  Motion carried. 

Jerry Witt, Zoning Director, was present to ask the Board to appoint the following people to the Zoning Commission with staggered terms:  Keith Sash, Gladbrook, 5 year term; Wade Mitchell, Buckingham, 4 year term and Russell Pedersen, Garwin, 2 year term.  Motion by Vest, seconded by Jordan to approve the appointments and terms of the following to the Zoning Commission:  Keith Sash, Gladbrook, 5 year term; Wade Mitchell, Buckingham, 4 year term and Russell Pedersen, Garwin, 2 year term.
All voted aye.  Motion carried.

The Board met with Mary Wymore, Region 6 Planning, to discuss our 5 year regional community development need inventory.  The goal is to identify projects that will help improve the regional economy.  The main need the Supervisors identified was for housing. 

Motion by Vest, seconded by Jordan to approve the following resolution to appropriate funds for the county departments for FY 2018:

Motion by Jordan, seconded by Vest to approve the following resolution to authorize the Treasurer to transfer funds as follows:
RESOLUTION 6-26-2017B
BE IT RESOLVED, that the Tama County Board of Supervisors hereby approves the 2018 fiscal year transfer of funds from General Basic Fund (0001) and Rural Services Fund (0011) to the Secondary Road Fund (0020) as follows:

From the General Fund (0001) to the Secondary Road Fund (0020)  $  158,625*
From the Rural Fund (0011) to the Secondary Road Fund (0020)     $1,998,223*
                                                                      TOTAL TRANSFER    $ 2,156,848*

And authorizes the County Treasurer to transfer a portion of the funds calculated by a percentage each month after the apportionment of property taxes is received by the General Fund (4.925 percent)** and Rural Services Fund (97.205 percent)** of property tax, not to exceed the limit of the total transfer stated above.

County Auditor, Laura Kopsa, asked the Board to transfer leftover funds in the IT Department budget in the General Fund (0001) to the IT/Computer Equipment Fund (1700) in the amount of $60,000.  This will be used for updates and purchases of software.  Motion by Vest seconded by Jordan to approve the following resolution to transfer funds into the IT/Computer Fund:

BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $60,000 from the General Fund (0001) to the IT/Computer Equipment Fund (1700) as requested by the Tama County Auditor.  Roll Call Vote: Vest, aye. County Auditor, Laura Kopsa, asked the Board to transfer leftover funds in the Auditor’s Election budget in the Supplemental Fund (0002) to the Voting Equipment Fund (1800) in the amount of $10,000.  This will be used for updates and purchases of software.  Motion by Jordan, seconded by Vest to approve the following resolution to transfer funds:

BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $10,000           from the General Supplemental Fund (0002) to the Voting Equipment Fund (1800) as requested by the Tama County Auditor.

County Auditor, Laura Kopsa, asked to Board to transfer leftover funds in the Sheriff’s budget in the General Fund (0001) to the Law Enforcement Vehicle Fund (1500), $60,000 and the Weapons Training Fund (0030), $20,000.  These transfers would be to allow for future upgrades and purchases.  Motion by Vest, seconded by Jordan to approve the following resolution to transfer funds:

BE IT RESOLVED, that the Tama County Board of Supervisors hereby approves the transfer of funds as follows and authorizes the County Treasurer to transfer said funds as indicated:
$60,000 from General Basic Fund (0001) to the Law Enforcement Vehicle Fund (1500) for the purchase of vehicles for the Sheriff’s Department;
$20,000 from the General Basic Fund (0001) to the Weapons Training Fund (0030) for the purchase of weapons and equipment for the Sheriff’s Department;

Bob Etzel, Conservation Director, was present to make his annual request to have funds transferred from the General Fund (0001) into his Machinery/Motor Vehicle Fund (2000). The amount will be determined after the end of the fiscal year, he estimates this amount to be $31,998.40.
Motion by Jordan, seconded by Vest to approve the following resolution:

BE IT RESOLVED, that the Tama County Board of Supervisors approves a transfer from the General Basic Fund (0001) to the Conservation Machinery/Motor Vehicle Fund (2000).  The amount to be transferred will be determined after the claims are paid on June 26, 2017 and camp fees collected until the end of the fiscal year.   This is an annual transfer.

Mr. Etzel also requested a transfer of any leftover funds in his budget be transferred into the LAD account. This is a transfer that is done every year.   The transfer will be for an amount to be determined at the end of fiscal year 2017 based on claims paid and camp fees collected until then.  He is estimating that to be $960.22.
    Motion by Vest, seconded by Anderson to approve the following resolution to transfer funds:
RESOLUTION 6-26-2017G
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer from the General Basic Fund (0001) to the Land Acquisition and Development Fund (LAD) (0027) as requested by the Tama County Conservation Board.  The amount to be transferred will be determined after the claims are paid on June 26, 2017 and camp fees collected until the end of the fiscal year.   This is an annual transfer.

Motion by Jordan, seconded by Vest to approve the use of the courthouse lawn for the Annual Toledo Stoplight Festival on July 7th.  All voted aye.  Motion carried.

Michelle Yuska, Treasurer, was present to ask the Board if she could make some changes in her driver’s license office to make the counter height accessible for people with disabilities and in wheel chairs.  The Board agreed and asked her to contact the maintenance department and get estimates regarding the necessary work to be done.

Motion by Vest, seconded by Jordan to approve the claims for payment as presented.  All voted aye.  Motion carried.

Chairman Anderson adjourned the meeting at 10:26 a.m.
