Board of Supervisors Minutes
April 24, 2017

The Tama County Board of Supervisors met at 9:30 a.m. April 24, 2017.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Jordan, seconded by Vest to approve the minutes of the April 17th regular meeting.   All voted aye.  Motion carried. 

Motion by Vest, seconded by Jordan to approve the Recorder’s Quarterly Report.  All voted aye.  Motion carried.

Motion by Jordan, seconded by Vest to approve the Auditor’s Quarterly Report.  All voted aye.  Motion carried.

Motion by Vest, seconded by Jordan to approve the Veterans Affair’s Quarterly Report.  All voted aye.  Motion carried.

Motion by Vest, seconded by Jordan to approve the liquor license for Fox Ridge Winery, Traer.  All voted aye.  Motion carried. 

Motion by Vest, seconded by Jordan to approve the following resolution to reduce the number of people with mental illnesses in jails:

Stepping Up Initiative
Resolution to Reduce the Number of People with Mental Illnesses in Jails

Whereas, counties routinely provide treatment services to the estimated two million people with serious mental illnesses booked into jail each year;
Whereas, prevalence rates of serious mental illnesses in jails are three to six times higher than for the general population;
Whereas, almost three-quarters of adults with serious mental illnesses in jails have co-occurring substance use disorders;
Whereas, adults with mental illnesses tend to stay longer in jail and upon release are at a higher risk of recidivism than people without these disorders;
Whereas, county jails spend two to three times more on adults with mental illnesses that require interventions compared to those without these treatment needs;
Whereas, without the appropriate treatment and services, people with mental illnesses continue to cycle through the criminal justice system, often resulting in tragic outcomes for these individuals and their families;
Whereas, Tama County, Iowa and all counties take pride in their responsibility to protect and enhance the health, welfare, and safety of its residents in efficient and cost-effective ways;
Whereas, Tama County are actively aligning judicial, public safety, human services, and health systems to work together in leveraging resources, to produce better client outcomes and reduce costly and ineffective cycling through the inappropriate venues;
Whereas, through Stepping Up , the National Association of Counties, the Council of State Governments Justice Center, and the American Psychiatric Association Foundation are encouraging public, private and nonprofit partners to reduce the number of people with mental illnesses in jails.
Therefore, Let It Be Resolved, that Tama County does hereby sign on to the Call to Action to reduce the number of people with mental illnesses in our county jail, commit to sharing lessons learned with other counties in my state and across the country to support a national initiative and encourage all county officials, employees, and residents to participate in Stepping Up.  We resolve to utilize the comprehensive resources available through Stepping Up to:

Motion by Jordan, seconded by Vest to set a public hearing for an amendment to the 2017 County Budget for Monday May 15th at 10:00 am in the supervisors meeting room.  All voted aye.  Motion carried.

The Board has been asked to send a letter of support to the Iowa Great Places Program for Phase II of the Wieting Theatre Project in Toledo.  Motion by Jordan, seconded by Vest to prepare and send a letter of support for the theatre project.  All voted aye.  Motion carried. 

Motion by Jordan, seconded by Vest to approve the claims for payment as presented.  All voted aye.  Motion carried.
 Chairman Anderson adjourned the meeting at 10:02 a.m.
