Board of Supervisors Minutes
May 16, 2016

The Tama County Board of Supervisors met at 9:30 a.m. May 16, 2016.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Vest to approve the minutes of the May 9th regular meeting.   All voted aye.  Motion carried. 

The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.  He has received a request from a landowner interested in vacating a portion of road between Sections 14 and 23 of Carroll Township.  Motion by Vest, seconded by Anderson to approve the following resolution:
RESOLUTION FOR ROAD VACATION PUBLIC HEARING
TAMA COUNTY
Resolution No. 5-16-2016A
WHEREAS, a request from the County Engineer has been filed with the Tama County Board of Supervisors asking that action be taken to vacate and close a section of Tama County Secondary Road, more specifically a portion of the road from the N ¼ Corner of Section 23, T84N, R14W, and continuing easterly about ½ mile to the NE Corner of said Section, also known as 250th Street from QQ Avenue to R Avenue, with a distance of approximately ½ mile, originally established on October 17, 1883 (See Road Calendar Book C, page 154), all lying in Sections 14 and 23, T84N, R14W of Tama County, Iowa, and
WHEREAS, the intention of this road closure is to vacate that portion of the road that is unused and unnecessary for access, and
WHEREAS, interest has been expressed by a representative of a landowner to vacate a portion of the road,
THEREFORE BE IT RESOLVED that a hearing on the proposed vacation will be held in accordance with Iowa Code Chapter 306. Said meeting shall take place at 9:30 am on June 6, 2016 in the Supervisors board room.

At 10:00, the Board held a public hearing for a budget amendment for the 2015-2016 Fiscal Year.  The Board reviewed the amendment.  There were no public comments.  The hearing ended at 10:05.                    Motion by Anderson, seconded by Vest to approve the following resolution to amend the 2015-2016 county budget expenditures as published:

BE IT RESOLVED, that the Tama County Board of Supervisors hereby approves the amendment to the 2015-2016 County Budget expenditures as follows:

Total amendment $205,131

Motion by Vest, seconded by Anderson to approve the following resolution to transfer funds:
RESOLUTION 5-16-2016C
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $92,179.00 from the Vienna TIF Fund Fund (0015) to the Debt Service Fund (2100) as requested by the Tama County Auditor.

Norman Gossard, Garwin, was present to talk with the Board about some property in Garwin that he has concerns about.  No action taken. 

The Board has received a request from Flashing Thunder Fireworks for a fireworks permit for the Gladbrook Corn Carnival on June 25th.   They have filled out the application and provided the necessary proof of insurance.  Motion by Anderson, seconded by Vest to approve the fireworks permit for Flashing Thunder Fireworks for June 26th by Gladbrook.  All voted aye.  Motion carried. 

Motion by Anderson, seconded by Vest to approve the change of ownership for John Ernest Vineyard & Winery for their liquor license.  All voted aye.  Motion carried.

Motion by Anderson, seconded by Vest to approve the claims for payment as presented.  All voted aye.  Motion carried.

Chairman Jordan adjourned the meeting at 10:12 a.m.
