Board of Supervisors Minutes
June 27, 2016

The Tama County Board of Supervisors met at 9:30 a.m. June 27, 2016.  Present:  1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.

Motion by Anderson, seconded by Vest to approve the minutes of the June 22nd regular meeting.   All voted aye.  Motion carried. 

Motion by Anderson, seconded byVest to change next week’s meeting to Tuesday July 5th due to the July 4th holiday being on Monday.  All voted aye.  Motion carried.

Motion by Vest, seconded by Anderson to approve the 2016 Reconciliation Report as presented by the Assessor.  All voted aye.  Motion carried.

Motion by Anderson, seconded by Vest to approve the 2016 Abstract of Assessment as presented by the Assessor.  All voted aye.  Motion carried.

County Auditor, Laura Kopsa, asked the Board to approve the following transfers of funds left in the 2016 fiscal year budget to allow for future purchases of equipment as discussed earlier in the year at budget time:
Motion by Vest, seconded by Anderson to approve the following resolution to transfer funds:
RESOLUTION 6-27-2016A
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $7,000           from the General Supplemental Fund (0002) to the Voting Equipment Fund (1800) as requested by the Tama County Auditor.
Roll Call Vote: Vest, aye. Jordan, aye.  Anderson, aye.  Resolution passed and adopted this 27th day of June 2016.  Kendall Jordan, Chairman, Board of Supervisors.  Laura Kopsa County Auditor.

 

Motion by Anderson, seconded by Vest to approve the following resolution to transfer funds:
RESOLUTION 6-27-2016B
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $25,000           from the General Fund (0001) to the IT/Computer Equipment Fund (1700) as requested by the Tama County Auditor.

Motion by Vest, seconded by Anderson to approve the following resolution to transfer funds:
RESOLUTION 6-27-2016C
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $60,000           from the 15% discretionary amount of the Local Option Sales Tax monies in the Rural Services Fund (0011) to the Law Enforcement Vehicle Fund (1500) as requested by the Tama County Auditor.

  Bob Etzel, Conservation Director, made a request in the amount of $20,770 to transfer into his Machinery/Motor Vehicle Fund (2000).
  Motion by Anderson, seconded by Vest to approve the following resolution:
RESOLUTION 6-27-2016D
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $20,770                  from the General Basic Fund (0001) to the Conservation Machinery/Motor Vehicle Fund (2000).

Mr. Etzel also requested a transfer of any leftover funds in his budget be transferred into the LAD account. This is a transfer that is done every year.   The transfer will be for an amount to be determined at the end of fiscal year 2016 based on claims paid and camp fees collected until then.  He is estimating that to be $20,992.75.
    Motion by Vest, seconded by Anderson to approve the following resolution to transfer funds:
RESOLUTION 6-27-2016E
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer from the General Basic Fund (0001) to the Land Acquisition and Development Fund (LAD) (0027) as requested by the Tama County Conservation Board.  The amount to be transferred will be determined after the claims are paid on June 27, 2016 and camp fees collected until the end of the fiscal year.   This is an annual transfer.

Mr. Etzel also had a request to transfer money received from a Fish Habitat Grant into his Land Acquisition and Development Fund (LAD).  Motion by Anderson, seconded by Vest to approve the following resolution to transfer funds:
RESOLUTION 6-27-2016F
BE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $7,758.11, the amount of a Fish Habitat Grant received, from the General Basic Fund (0001) to the Land Acquisition and Development Fund (LAD) (0027) as requested by the Tama County Conservation Board. 

The Board met with Judy Funk, Heartland Risk Pool and Tammy Wise, Insurance Administrator, to discuss the annual Property & Casualty Insurance renewal.

Motion by Vest, seconded by Anderson to approve the claims for payment as presented.  All voted aye.  Motion carried.

Chairman Jordan adjourned the meeting at 10:42 a.m.
