Board of Supervisors Minutes
April 11, 2016
The Tama County Board of Supervisors met at 9:30 a.m. April 11, 2016. Present: 1st District Supervisor, Larry Vest and 3rd District Supervisor, Dan Anderson. 2nd District Supervisor, Kendall Jordan, was absent.
Motion by Vest, seconded by Anderson to approve the minutes of the April 4th regular meeting. All voted aye. Motion carried.
The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report. He presented his 5 Year Construction Program and Budget for the County. Motion by Vest, seconded by Anderson to approve the 5 Year Construction Program and Budget as presented by the County Engineer. All voted aye. Motion carried.
Motion by Vest, seconded by Anderson to approve the following resolution to change the federal functional classification of a road in the City of Tama:
A RESOLUTION TO CHANGE THE FEDERAL FUNCTIONAL CLASSIFICATION OF ROADS IN THE CITY OF TAMA, IOWA
WHEREAS, only major collector roads under the Tama County Federal Functional Classification map are eligible for federal financial assistance, and
WHEREAS, 5th Street is listed a major collector from Jackson Street to Business US 30, and
WHEREAS, the City of Tama has changed the truck route to 5th Street starting at US 63 and stopping at Business US 30, so the 3rd Street and Jackson Street alignment is no longer the truck route, and
WHEREAS, the City of Tama requests that Tama County request a Federal Functional Classification map change to the IDOT so that major collector classification match the truck route.
WHEREAS, a map of the current federal functional classification is at http://www.iowadot.gov/systems_planning/pdf/rffc86.pdf
NOW, THEREFORE, BE IT RESOLVED BY THE TAMA COUNTY BOARD OF SUPERVISORS:
Section 1: The following shall be deleted from the major collector classification – 3rd Street from US 63 to Jackson Street, and Jackson Street from 3rd Street to 5th Street.
Section 2: The following shall be added to the major collector classification – 5th Street from US 63 to Jackson Street.
Section 3: This change shall follow the city of Tama truck route.
Roll call vote: Vest, Aye. Anderson, aye. Motion carried. Resolution passed and adopted this 11th day of April, 2016. Dan Anderson, Vice chairman, Board of Supervisors. Laura Kopsa, County Auditor.
There was a public hearing to discuss the historic Chambers Bridge replacement at 10:00 am. Lyle Brehm, County Engineer, was present and let the Board know that the Chambers Bridge is no longer usable and has been closed for a few years. It is close to Chelsea. It needs to be removed. He has been in contact with the State Historical Society and they have entered into a Memorandum of Understanding with them. This memorandum includes the plan to remove the bridge, the history of the bridge. This is the second of 2 required public hearings held. The only public comment received was for a plaque to be placed where the bridge is. The public hearing ended at 10:17.
Motion by Vest, seconded by Anderson to approve the claims for payment as presented. All voted aye. Motion carried.
Vice chairman Anderson adjourned the meeting at 10:22 a.m.
At 10:30 the Board canvassed the South Tama School District Special Election held on April 5th.
